I was previously banned from uploading pics. Now I can't upload any... is there a time out period ?

It's probably a permanent ban

Ask Admin from the contact link to review/ sort for you.

If they are going to lift the block they will mail and let you know. If you don't get an answer back they will have reviewed your contact and decided the block is staying.
