sounds like a permission issue. Make sure whatever browser you are using has got permission to use location services

The location is working fine on my GS2 (GT-I9100) running Android 4.0.4, using the Dolphin Browser v8.8.1.

To get to the Location Settings in Dolphin Browser v8.8.1, press the Menu Button - More - Settings - Privacy + Personal Data - Enable Location.

It also works in the default browser. If you didn't allow Fab to see your location, the 1st time you were prompted, then to get to the Location Settings press the Menu Button - Settings - Advanced - Website Settings - Tap on m.fabswingers.com - Tap Clear location access. If you do this, the next time to turn the "Who's Near" on, on the site, you get prompted "m.fabswingers.com wants to know your location" and you click on "Share location".
