It could be a security setting.
Go to settings, then apps. Scroll down and select Samsung Internet, select Permissions... check location is switched on.
That should fix it.
Easier option though is to install another browser... Google Chrome for example.

Generally when you try and use for first time a pop up will appear asking for permission click yes and should be in business,if not open browser goto settings and clear personal data
