Chief executive of Porton Down research laboratory has said scientists have not been able to prove the Novichok nerve agent used to poison Sergei and Yulia Skripal came from Russia or establish its country of origin
Anyone think the Tories and Boris Johnson will say sorry for lying

Look at the official statements, the speeches.
Every one repeated the same term, that the substance was "of a type developed in Russia".
Of a type developed in Russia.
How many hours of argument did No. 10 staff have with Porton Down before agreeing the form of words they could use?
The formula for the substance used in Salisbury was invented by the USSR. That's it. That's all Porton Down ever said.
I could be cynical and say Russia is not the same territory as the USSR, but it suited political ends to conflate the two.
And if Porton Down knew the formula, who else knew, too?
Still, between some Russia-bashing and Corbyn-bashing, it's been a good few weeks for May and takes the spotlight away from the Brexit shambles.

That's one for the police. Or it ought to be.
Our politicians, however, decided to become judge and jury.
Grenfell - let's not jump to conclusions, let's wait for an inquiry to establish the facts.
Salisbury - it was the Russians wot done it!
No evidence has been presented, other than an assertion the chemical was "of a type developed in Russia".
From that phrase an entire narrative has been played out.
The Russian authorities may or may not be responsible, directly or indirectly.
I prefer detective work when it follows the evidence.
What we have here is a conlusion - and no doubt some people desperately seeking the evidence now to substantiate it.

When Police are trying to solve a crime one of the first things they do is look for motive and who has motive to commit the crime. Who other than Putin and Russia would have had motive to kill one of their former spies who defected to work for the UK?
Police also look at who is most likely suspect based on previous form. Russia has previous form for this with the murder of Alexander Litvinenko and others. The poison used in this attack is also a poison that was invented and developed by Russia. Some people may call this circumstantial evidence but who else could possibly be in the frame? Who else has previous form and who else has motive? |

From what I can gather the Porton Down "evidence" makes up only a part of the over all picture, that and MI5 / MI6 & GCHQ combined quite possibly makes the picture much more evident.
The other 3 agencies do not make public press conferences disclosing their evidence and methods for obvious reasons so to make a sweeping judgement on just one section of evidence is not painting anything near a full body of guilt or innocence. |

No, novichok IS Russian, was this particular batch made by Russia is a different matter. There is however a very limited number of states capable of producing it, not just Anyone as you claim. Also you have to look at the victim and who would want to kill them. Would America want to kill them? Would France? Would Russia? |

Any country that has a brewing industry "could" produce biological weapons on a large scale.
Any country that has a Petro-chemical industry ( especially producing fertilisers etc) "could" produce basic chemical weapons ( including some basic nerve agents) on an industrial scale.
However, very few do, and most only produce small amounts in order to design and test protective equipment and countermeasures against possible attacks.
Any country that develops them immediately makes themselves a target, plus the restrictions and penalties that are imposed by the rest of the global community means it's just not worth the hassle.
Without going into details, one terrorist single-handed got within a few days of producing a crude form of nerve agent in the kitchen of a flat, however the risks he took and the chances of him poisoning himself were very high.
The high end stuff that poisoned the Skripals requires years of quality lab time and research, and was developed only by Russia.

It was designed by the Russian chemists to be easily made in the field, so it can be made in a agricultural chemical plant and all the precursors are not on banned lists. Iran has been suspected of replicating it in 2016. Hence why Portadown labs can't 100% say where it was produced. |

The information from porton down is only one part of the jigsaw. So the whole issue cannot be condensed into a small statement from porton down when we don't know all the facts.
As I stated before our allies would have demanded concrete proof from the government before taking action against Russia.
The Russians are only wanting a joint investigation to try and find out what our security services know and how they came to their conclusions.

If it was a murder trial in this country the so called murderer would be let off and the crown prosecution service criticised for coming to court without enough evidence.

Russia might be innocent of this crime, but how do any of us know (100%) that there is no evidence. The general consensus is that the government do not tell the public everything, so why assume all the evidence, or the lack thereof, can be measured by what’s out in the public.
I’m no BoJo fan - that must be said.
Doing nothing until the government is close to certainty was not a plausible option: indesicion can be worse than making the wrong decision.
Those of us demanding our government be 100% certain and referencing the law are misinterpreting the judicial system. Certainty is not always needed and in fact it’s an abstract term. You could assault someone and claim it was aliens; dna tests are not 100% and expert witnesses are far from 100% reliable.
It is not possible for just anyone to create military grade chemical weapons. Knowledge, or a book is not enough. Just try ordering the hardware needed and see if the police wait until they are 100% certain before they act.

No one on here has any clue as to what evidence MI5 / MI6 & GCHQ have added to the mix that paints the whole picture of evidence.
I do bloody hope it's damn good evidence that points to Russia because how do we ever come back from where we are now with any credibility.
I would hazard a guess for the other heads of states to back us the evidence we have not been given disclosure of is rather compelling. |

No, there is no vital evidence to be destroyed, there are items and places that are irrevocably contaminated and are a danger to any that come in contact with those places and things, and can further contaminate other places and things being made safe.
When we first started talking about this I said chemical weapons come in 4 types, nerve, blood, choking and blister agents. They have 2 separate rolls, one (nerve agents for the most part) is to kill and quickly disperse and breakdown becoming nontoxic allowing troops to capture the cleared ground. The Russians even have regiments of specially trained chemical infantry, armour and logistics to operate in these environments. The second sort of chemical agents are designed to be persistent and not to kill all immediately, their roll is to deny access and to force an enemy to divert medical (and other) resources to deal with the aftermath, thus 'fixing' assets that are needed elsewhere.
It is clear (at least to me) that this is what is being dealt with in Salisbury.
It is also clear to me, that you Kinky, either have no knowledge of the subject you are so busy passing judgement on, or are deliberately misrepresenting the reality of the situation to benefit your own (and in this case totally perverse) nationalist agenda.
To be honest I hope it is the prior but from some of our previous exchanges I fear it is the latter. |

I am no fan of Blair, I believe he is nothing but a deep cover Tory used to help move all politics so far to the right that anything that is not virtually fascist policy is now believed to be communist.
But Blair was honest with the British people over the Iraq war when he said that: 'For the UK to retain its special relationship with the USA it had to pay the "blood price".' The was was legal, it was sanctioned by the UN. The WMD story was a 'convenience' that was used to pour oil on the troubled waters and abrogate our collective guilt.
The fact is post WW2 there has only been one British PM who has been able to resist the USA's demands for the UK to pay their 'blood price' when they have gone to war. That PM was one Harold Wilson (Labour) who managed to refuse to sent regular British Armed Forces to the Vietnam war (but there were other costs for that). |

You would loose that bet...
To safely manufacture any post WW2 weapons grade chemical agent you need an absolute minimum of a CL3 laboratory and to manufacture something like the agent used in Salisbury a CL4 lab is required.
In the UK there are only 4 or 5 CL4 labs all of which are government owned and controlled and very few private CL3 labs, most of which are in universities that carry out primary virology research. Other than that I only know of the location of 1 private CL3 lab which was the toxicology lab at the old ICI (then Astra Zenica) research facility Alderley Park. |
