Could be the seal that’s broken around it

If it’s Zeno lights no hope that because there is no heat in the bulbs un like conventional bulbs in which produces heat which disperses condensation mate

Most new style headlights do this. There are vent holes in the bottom to help moisture escape. Misting is normal but if its heavy condensation I.e. water running down the inside then it may be worth a trip to the dealers if it's under warranty. If it's just out then still enquire about it and ask if there's any possibility of a goodwill claim.

"if" its a nice dry sunny day take headlamp bulb out, leave orifices open, point car towards the sun and the heat will help dissipate the condensation, also check the grommets/covers over the back of the bulbs are intact

20 miles south of Edinburgh

If an older car, it will most likely be what one of the above posters have said, leaky seals

Cheapest fix, light out, very small drill bit and drill one or two holes at the lowest point where the water would collect and then refit the light
