If I was in the middle of nowhere and it wasn't a spot many people visit I'd just ignore him and get the fuck out of there. But if he was somewhere where people could easily walk by I'd probably ring 111 and report it. If you're hoping you'll get caught, then you're purposely flashing without consent and it's so wrong.

I was flashed once and my mum rang 999 and it was definitely classed as an urgent matter. |

None of the above.
It clearly wasn't secluded enough if I found him.
So, I would note down his number plate and call the police... this sort of behaviour is not acceptable. |
