In my opinion and I only know the south "Algarve" area ... there are some beaches where naturism is tolerated but not as open and "in your face" as PDI for example.
Not a swinging hotspot but like everywhere it's there if you look for it |

There are a couple of naturist beaches, one being on the beach side of Salgados golf course on Praia Grande between Albufeira and Armacao du Pera. there are no swingers resorts or clubs but fun does happen. Lisbon has 2 or 3 swingers clubs and Nudist beaches. |

Ilha tavira on the algarve is a great nude beach - you get a little ferry across to the island then walk past the textile bit then there’s a long stretch you can go naked |

Portugal will probably ease all travel restrictions between the UK very shortly because of their good numbers so still hope for the summer  |

I know there are lots of restrictions ie separate zones at the airport, testing and the fans have to take charter flights, returning home on the same day..even so... |
