It's not the only place that's given lots of false negative results. A west Midlands private company has done the same, for many people who are in the south. Thousands sent out to infect others

Not sure how you come to that conclusion.

If 43000 people who incorrectly tested negative had been correctly diagnosed and isolated the figures would have been lower not higher

When they were incorrectly showing as lower, they found a cunning plan to increase them and stimulate more testing business . They thought better of promoting infections by advertising
