Not sure how you come to that conclusion.
If 43000 people who incorrectly tested negative had been correctly diagnosed and isolated the figures would have been lower not higher |

When they were incorrectly showing as lower, they found a cunning plan to increase them and stimulate more testing business . They thought better of promoting infections by advertising |
