Who's near does not and has never worked. No matter where I am in the country it only shows those near to my home location. Very frustrating. iPhone 4 with ios7

Is your GPS on, check location on phone with google maps, check location services are on for safari.

Must make sure gps is on!

Go into your settings on your phone privacy settings then turn your location services on it should work fine then
