Do Norwegians have the same time restriction ( 3 months) for travel time in Europe as us? Or do they have a deal?

Spain tourist visa is free for Norwegian citizens. The stay is usually short with a period of unlimited and visa expires in 90 days. Applicant is not required to be present when applying for Spain tourist visa. A total of 4 documents are required for applying Spain tourist visa. You can also find useful tips from fellow travellers. (Source: https://visalist.io/spain/visa-requirements/norway )

Don't think so, they are part of the Shengen agreement that allows them to travel freely to other Shengen countries. There may be Covid restrictions currently in play but under normal circumstances there should be free movement, you don't even need a passport.
