Admin please clarify rules around mentioning other websites in chat

In the full chatroom rules ‘Rule 10’ clearly states "do not post any web addresses or email / IM address / skype / kik / whatsapp or similar in chat".
However the timed pop-up yellow warning box in the chatrooms states rather vaguely "NO websites/emails in chat." What does this mean?
Chatroom moderators invariably interpret and enforce 'the rules' to mean is it forbidden to mention other websites in chat.
Could admin please clarify the rules about mentioning other websites in chat?
I note that the ‘Recommend Us’ section under the 'My Account' menu actively encourages promoting Fabswingers on other websites i.e. "Maybe recommend us on other sites you use?"

Thanks Rubgy.
That would makes a bit more sense if it's OK to chat about websites but not post links.
And not allowing chatting about Fab-competitive sites is fair enough.
