Is it normal that the fps you see in chatrooms are so low ie pictures are really jerky pardon the pun

Depends on the person's and your connection speed. Also, although smooth HD video is perfectly possible these days, it also depends on the bandwidth the fab servers have - which clearly isn't a lot so you won't see totally smooth video here.
