I've just replied on the same post on the site help thread. If they have filters set it can stop your veri. It might even stop it if you have filters set but I'm not sure on that one.
Hey Juliette. I can message them just fine, and I'm pretty sure their filter isn't blocking me (as we probably would not have found each other in that case).
The site will also not allow you to verify anyone sharing the same wifi connection - i.e. if you're both in the same location at the time you are trying to send your veri
