If you limit winks to a few a day they they will have some value.

Why?

People either pay attention to winks or they don't.

Some see them as lazy and prefer a message.

Some get hundreds so don't bother looking.

Even if they look at who's winked if they're not interested in the profile it won't get any response.

Putting a time restriction on would change nothing.
