Mail filter issue

I have been receiving messages from people with no public photos or profile picture... just the dreaded silhouet.

I've checked my mail settings and it says block, not sure why this is happening?

This, riles me. If they cheat a filter, they should have to keep the pic public for a set time afterwards.
