People will often try to find a way around the rules and restrictions. The only thing you can do is to report any profile that you think isn't what it claims to be.

Don't worry though, there isn't a restriction on the number of couples that are allowed on the site... those who offend you are not preventing others from joining.

If you suspect a couple's profile is really a single guy, report it. Admin can only take action if they know about it and I doubt they have time to check every new profile.
