I have a photo that has been verified by moderators but not showing on my profile.

Your profile shows that you are photo verified.

The photo used for verifications doesn't show though as it is private.

Has it maybe been rejected check your photos and see if it says rejected beside it

Do you mean the photo verification or a normal photo that you have uploaded?

Also what’s the best way for two people that have met in person to verify, met a lady of here but both unverified?

The photo verification picture won't ever actually show on your profile as it is private. But your profile does say that you are photo verified.

For the verifying others. One of you needs to be meet verified before you can leave someone a meet verification.

You could try going into a chat room and asking someone to verify you by cam. Or attend a social and have someone verify you by actual meeting.
