Tribute videos being rejected

I have tried to upload tribute videos but they keep getting rejected stating it appears to be a screenshot of a photo. How else am I meant to do the tribute?
I see other people have managed to have tribute vids posted . Any advice or knowledge on this ? |

Tribute videos are not allowed as they include pictures or screenshots of other people. |

It doesn’t state that in the photo rules and I’ve seen other profiles with tributes on them |

Report them when you see them.

You arent allowed to have a pic or vid of someone else in your pic or vid.. if youve seen others they have been approved by mistake |

From the photo rules...The photos must be yours and you must be in the photos
Uploading a pic with someone elses pic in it means your uploading a pic of a pic that isnt yours |
