How come some photos are categorised but others aren't?

The person posting the photos has the option of doing it and some people don't know about it or don't bother to do it.

Oh yeah, it's under "manage photos" tab. I assume it's just for your public displayed

And sometimes, for unknown reason to me, after uploading a pic there is no option to categorise it.
