On the desktop site, if you've clicked on their profile, you should still have "Report user" available on the lefthand menu.
On mobile,again, click onto the profile, the Menu button top right should all have "Report user " there |

If abuse is verified in mails on site something is always actioned. You won't know exactly what Admin have done, it could be a warning, a multi day ban or a suspension and a block will be applied between the two people.
If a person has been suspended the profile will looked blocked to you too.
