Leaving a verification

I've tried to leave a friend a verification, but it says that I'm unable to if they have left Fab, after over written the verification, they are still very much still on fab!?!

If you're using the same Wi-Fi the verification may not go through.

If you're outside of their age or other preferences the verification won't save, could it be that?
