Someone was trying to PM me whilst in a chat room, they messaged to say they couldn't, I've never see the facility, they said there's a bar under my profile name with PM as a tick preference, help please

On the right of the dxreen (desktop) there is an option to select allow PMs from anyone, from Friends or not allow.
