New profile photo verification

Hi,
A friend is looking to rejoin after a few months away. She's set up a new profile and it then asks her to photo verify.
She's uploaded a photo verification but it's taken over a day and still she can't access the full site.
This is her 3rd attempt with trying to get a photo verification. Apparently she can't message admin because once you get to that page you're locked from doing anything else?
Seen a few other people with this issue. What's the solution?

The facility to contact Admin is always available - link is in teeny-tiny print at the bottom of every page on the desktop version - and the homepage of the mobile verison :
