Just for pics there is an App called Point Blur. It's good.

For videos InShot has a blur face tracking tool.

You shouldn't need any app. There should be a function where you edit photos. It's called mosaic on mine and just pixels over whatever you want to hide...

You shouldn't need an app, if you go into edit pboto on your phone you should be able to do it there! On samsung its a pixle pen
