Don't think there is such a thing as best, all spots are the same. Very hit n miss.

Yes I understand there are no guarantees but some sites will undoubtedly be more active than others.

Any notable locations?

Just Google search Maidstone dogging spots for the most active 1's, they aren't always the better spots though
