If derby county get a buyer, and manage to avoid relegation after a 21 point deduction, transfer ban, having to rely on players old enough to retire to bolster a bunch of kids, woukd it be a bigger achievement than leicester winning the league |

Definitely not. Plenty of teams finish more than 21 points above the relegation level which is effectively the same thing.
Leicester's achievement was a once in a lifetime event |
