Read the story properly.
It’s relates to people who are supervising drivers, ie, driving instructors, or people who are in the vehicle supervising a learner driver. |

Only if they are supervising you. Ie instructors.
On the plus side you can pay with your phone legally at a drivethru 'providing your stationary' you just can't buy online while your driving... |

The rules say anyone can be fined for using a phone "whilst on control" of a vehicle. The only time that would apply to a passenger is if they are supervising a learner driver.
