I reciently met a couple but i cannot leave them a verification. Seems im not allowed open the verification page as i myself dont have a verification. Any help much appreciated.

If they're verified get them to do you first. If not then you or them could try using the chatrooms and asking if someone will verify you by cam.

Assuming they have a verification, then they will need to leave you one first.

It is a bit odd, but is meant to help with preventing false verifications.
