Not swinging related at all. I live in flats with a communal parking spots. Not allocated or anything. But in one space there is a motorbike on a wooden stand with no engine. It's on its side now on the floor after being blown over. it's blown over before onto cars. Am I wrong for being annoyed at this ? |

"Not wrong. There will be management company for the communal areas - raise it to them
Tried and apparently they can't do anything as they don't control the car park
"
Someone will control it.
There will be ‘rules’ in the lease that everyone has to agree to. Parking unroadworthy vehicles, commercial vehicles is a common one. |

I think you can type in vehicle registration plates and check if they are taxed and insured, MOT etc. If they are not, it may be a police matter to remove them. Not really sure. |

"No license plate
That in itself isn't legal then ?
It's a bike with no engine on a wooden stand
Scrap it."
It could go missing in the middle of the night by a couple of people dressed in black with masks and hoodies |
