I think the best we may do is a manned base, for a short while.
But I don't think long-term colonisation will be feasible. And forget about terraforming.
I suspect our civilisation will be too busy trying to fend off collapse due to climate change related challenges before long. The resources required to colonise a terminally inhospitable rock that far away simply won't be forthcoming.
