I would but government bonds at 5% interest, which would generate £500,000.
I would then use that money earned from the interest to buy things, rather than the £10m thus eliminating the 1mm loss per transaction! |

I asked the powers that be and any money earned from the original £10m also incurs the 1mm loss. |
