In HTML code (i.e. web page coding) that is the way to produce the ampersand character which is usually interpreted as "and." However, the proper code should include a semi-colon after that abbreviation so I think it was a typo.

the sign & is an ampersand, the site cannot reproduce this properly so you will often see it on profiles etc.

It's an old fashioned alternative to using the word and

It can be found on keyboards, on the numbers line above the letters, sharing the key numbered 7 .
