can't do it... the boobs are simply too big to go anywhere unfettered. They would swing and sway all over the place and i'd be too uncomfy and get too many stares of the dissapproving kind.
Plus I cover up whenever the nips accidentally go hard in public. I'm a shy girl at heart.

I've never got on with bras. now I know it's probably because I'm autistic. Caught a manager at work looking at my nipples which was embarrassing but now I'm like to hell with it. if he wants to embarrass me I'll embarrass him back!!!
If men refuse to train themselves, I have zero problems, letting them know where exactly they can to put their leg over ...and it usually isn't me or another woman!  
Nothing wrong with looking discreetly. Pulling a face, sticking out your tongue making lewd comments, "advice" and opinions, staring, pointing, gesturing...are ill-advised.

Guys notice, but you will realise that our eyes are pretty well tuned in to this kind of thing, but I would be horrified if I thought that a lady was feeling awkward or offended. Far better to look her in the eye, say a polite hello, and if she is out there to get attention then she will make it obvious. |

I am guessing many of the answers you receive here may not be representative of the vast majority of women that aren’t swingers, most of whom would find men staring at their breasts in public creepy. The idea that a woman wearing anything less modest than a burka is doing so to attract male attention is how we ended up with insecure men creating such garments in the first place. Most women dress for themselves and other women (in a non sexual way), not men as male attention really isn’t difficult to get. |

You point is well made, especially that guys should be discrete and not make a lady feel uncomfortable. However, like all things, an observant guy is going to clock the nipples.
Thus the lady is either completely innocent and has not considered the nipple effect, is proving the point (pun intended) that it is her right to go out without a bra, or she has dressed that way to show them off.
When looked at in that way, a guy only has a 1 in 3 chance that more than a casual glance will be reciprocated by the lady, and should look for a few more positive signals before jumping to conclusions |

I would never claim to be an expert, but a girl at work had tiny tits and felt that a bra was not always required. However, even in a relatively well fitting top, if she leant forwards then she gave nipples flashes in a downblouse kinda way.
