I suggest making it more of an eliptical hole, rather than circular. Maybe 8'' high, with parallel sides, and half circular top and bottom. I'm not sure that was a very good description.
If it's fairly long, then it allows for cocks/other genitals to be at varying heights, as a shorter person is going to have their crotch lower down than someone who's taller.
An alternative is to cut several circular holes, to suit varied heights. If you're feeling ambitious, you could have coverings for some of the holes.
