Maybe a web filter on router or mobile service.
If it happens when using Mobile Data check your adult filters on your Mobile Providers Settings online. Try other adult sites to see if they appear.
If it happens when hone on your wifi then it could be the router has a NetNanny or equivalent turned on.
Public WiFi nearly always locks down adult sites as do any sensible Business IT system.
Finally check Google Safe Search settings not turned on (not on by default but sometimes inadvertently gets clicked and that may be why deleting Google
Cookies may reset). Also if you are logged into Google may need to verify age which most can do with simple selfie scan. Seems to always work for me but a full face beard is rarely spotted by a 17 year old.
