A Francophile is someone who likes France / the French/ French things;

A Francophone is someone who speaks French ( it implies fluent/ colloquially )

Je suis né à Bruxelles, donc je parle la langue de Molière couramment.

I speak a few other languages too. Italian, Spanish, some Dutch...
