Lots of free ones for Android or iPhone.
For PC/Mac then some might suggest Adobe Premier an industry standard NLE editor, or DaVinci Resolve (there’s a free version).
It helps if you know about frame rate, bit depth and how to render as mp4 (H264).

Just to advise that apart from Resolve, free means that the render engine is crap. You pays for quality although Resolve (free) is powerful but not for everyone as suggested, it’s a huge complicated thing video editing.
